What Changes Will the New Congress Bring?

Based on the November 2 mid-term elections in the U.S., there will be a new landscape on Capitol Hill in January. Republicans will control the House of Representatives while Democrats will hold onto a thin majority in the Senate. What do these changes mean for transportation?
